QuadReal Property Group (“QuadReal”) is taking the next step in transforming Etobicoke’s Cloverdale Mall into a complete, mixed-use community. As reported by UrbanToronto, updated planning applications have been submitted for the 29.7-acre site at 250 The East Mall, refining the long-term vision for one of the city’s most anticipated redevelopments.

Designed by Giannone Petricone Associates, the latest master plan continues to embrace a theme of gentle urbanism — balancing modern density with neighbourhood scale. The proposal includes 10 towers ranging from 25 to 41 storeys, along with mid-rise buildings, together delivering approximately 5,500 new homes, more than 17,000 m² of retail space, and a 1,000 m² daycare with dedicated outdoor play areas.

More than nine acres of green space anchor the plan, including two new parks and a landscaped trail network connecting the site to surrounding streets. These open spaces are designed to encourage community gathering, recreation, and pedestrian access across the district.

Refinements to the design respond to feedback from the Greater Toronto Airports Authority and the Ministry of Transportation, resulting in adjusted tower heights and a simplified street network to better integrate with nearby infrastructure.

QuadReal’s approach will see the community evolve in phases — maintaining existing mall operations in the early stages and introducing interim programming, such as events and pop-ups, to keep the site active during redevelopment. Sustainability remains a guiding principle, with plans for geothermal heating and cooling, green roofs, and high-performance building design.
